Centralised driving licence database and Online Appointment System

Scope of Work : Software Applications Development
Centralization of driving licence data included the following activities:
  • Setting up of centralized data repository with driving licence data from all 13 zones on a centralized server located at Delhi Government's premises
  • Development of centralized online MIS
  • Development of centralized query system, for both law enforcement and citizen services
  • Development of application for de-duplication through biometric methods

The other related activities include:
  • Creation of a database related to Transport Department activities
  • Creating an online appointment system via call centre and internet
  • Providing e-payment facility for driving licence services.
  • Computerisation of learner's license test including graphic cum voice facility for illiterate applicants.
Background
DIMTS has developed and installed a customized software application to centralize the entire driving licence database of Delhi, thus allowing applicants to avail of any driving licence related services from any zonal office. Along with the centralization of data, DIMTS has also developed an online appointment system through which applicants can book their appointment as well as make their payment in advance. Applicants can also book their appointment through a call center. This has resulted in considerable reduction in processing time and error probability. This application can populate SARATHI database as per MORTH requirement.

    1. With centralization of driving licence database, applicants can now go to any RTO irrespective of their place of residence

    2. Online appointment system allows applicants to fix an appointment in advance with the RTO official and avoid waiting in queue

    3. Through the call centre facility applicants can both fix appointments as well as have their queries answered

    4. The e-payment facility allows payment of fee in advance and further reduces the waiting time for the applicant.

    • Minimized human interference and thus reduced scope of manipulation by touts

    • De-Duplication of data. Data captured during the learner licence test is used for issue of driving licence

    • Confirms identity of applicant through finger-print minutiae during learner licence test, issuance of PDL/RDL thereby ensures physical presence of the applicant at the time of preparation of the driving licence

    • Is an effective check on issue of multiple licences

    • Enhanced security features help eliminate forgery and counterfeiting

    • Printed information and photographs can be digitized and stored into the card
