Issue of smart card based driving licences

Background


The Project was initiated in Oct'08 and has been since successfully implemented in all Zonal Transport Authorities in Delhi. This new system has resulted in computerization of the complete driving licences issue process, thereby minimizing human interference and making it more secure and transparent, speeding up procedures and reducing the waiting period. The response of the applicants to these high quality driving licences has been very positive. 

Dispatch of Smart Card based Driving Licences in Delhi 

Transport Department of GNCTD took a decision to dispatch smart card based driving licences through courier instead of delivering them manually across the counter. Security concerns called for physical verification of the applicant's address. 

This process had several advantages:
  • Convenient for the applicants - They don't have to wait as licences are delivered at home.
  • Address verification - since the licences are now delivered at the residential address provided by the applicant, there is no scope to get licences issued on a false address.
  • Does away with the nuisance of touts and other middlemen who seek tips.

PSV driver identification badges

DIMTS is also responsible for the issue of PSV driver identification badges through the 13 zonal offices in Delhi. The scope of work for this project included:

These smart cards are embedded with a tamper proof electronic chip and provide modern technological solution for issuing a whole range of driving licences as well as driver badges.

Issue of smart card based permits for TSR

Background

DIMTS was given the responsibility of developing, implementing, operating and managing the issue of smart card based permits to Three-wheeled Scooter Rickshaw (TSR) and commercial vehicles.

These cards are also embedded with a tamper proof electronic chip that provides modern technological solution for issuing a whole range of permits, driving licenses as well as driver badges.

The process involves the capture and storage of owner and driver details, owner’s finger print minutiae on the card and the badge/permit delivery to the owner after checking the biometrics. The card has been designed in such a way so as to allow for the capture and storage of challan related information also.
