Traffic Management and Information Control Centre (TMICC) and National Urban Transport Helpline (NUTH)

Scope of Work :
  • Review the Intelligent Transportation Systems (ITS) on Traffic Management and Public Transport Helpline implemented in select cities in India and abroad, prepare State of the Art Report and disseminate the learnings from such projects through a workshop.
  • Prepare generic operations documents for the Traffic Management and Information Control Centre (TMICC) and National Urban Transport Helpline (NUTH) concepts in the Indian context.
  • Prepare city specific concept documents so as to demonstrate the applicability of the generic documents for Indian cities.
  • Conduct workshops with participation of various states/cities in order to disseminate the concept and building their capacity for planning and implementing such systems

The Traffic Management and Information Control Centres (TMICCs) are control rooms having requisite IT infrastructure, applications, video walls, operator consoles and other visualisation tools that support monitoring and management of traffic on the road network. TMICCs are connected with field equipment deployed in the transportation network such as traffic signals, sensors, cameras, detectors etc. These equipment are controlled through the TMICCs and provide data feed to the TMICC in order to support management of traffic flow, incident management and dissemination of traffic information.

TMICCs have become an integral part of traffic management activities worldwide. In India also, some of the cities have established traffic control rooms networked with field equipment (such as traffic signals, CCTV cameras) for traffic monitoring and management activities with varying levels of ITS deployments and traffic signals coverage. Most of the Indian cities, however, have not yet set up control rooms that are connected to the traffic related field equipment. TMICCs in various Indian cities need to be set up supported suitably by way of deployment of field equipment such as networked signalling system, CCTV surveillance system, variable message signboards etc.

Traveller information dissemination systems are integral part of multi-modal transit and traffic information dissemination services worldwide. In Indian cities, most of the transit services (buses, metros, monorail) have not yet developed proper websites/other information dissemination systems that effectively disseminate the details of their respective transit services and operations. There is no information dissemination system in most cities that caters to multi-modal and multi-agency transit and traffic information dissemination. Similarly, there are no tools that support multi-modal journey planning covering all transit agencies.

There is clearly a need to establish such systems for various Indian cities to provide both multi-agency/multi-modal transit information as well as traffic related information to public. It is expected to provide both static and real time information related to both transit as well as traffic. It should also support multi-modal journey planning.

National Urban Transport Helpline (NUTH) being planned are expected to disseminate public transport and other travel related information to facilitate travel planning by public. NUTH would be developed for various India cities and would provide public transport information through several channels, namely, a common unified telephone helpline number, website, mobile application and social media.

NUTH would make use of information and communication technologies to deliver information to a wide range of travellers who use different modes of travel and have wide variety of travel characteristics. This would enable travellers to make informed travel choices and would also lead to effective utilization of the transportation assets and facilities.
