- Development of Inter State Bus Terminuses (ISBTs)
Recognising the need for improving the transport infrastructure to keep pace with the rapid development in Delhi, Govt. of NCT of Delhi has decided to develop/redevelop ISBTs while creating additional and better facilities for passengers and general public. DIMTS has been entrusted the responsibility for undertaking complete project development activities for ISBTs in Delhi, which includes development of project concept, identifying relevant technical concepts, preparation of suitable financial models, project structuring, and preparation of relevant concession agreements followed by management of bidding process.

- There are three existing ISBTs in Delhi -
- Maharana Pratap ISBT at Kashmere Gate, Delhi
- Swami Vivekanand ISBT at Anand Vihar, Delhi
- Vir Hakikat Rai ISBT at Sarai Kale Khan, Delhi
DIMTS shall redevelop the above ISBTs, abiding with the Master Plan for Delhi 2021, to create multi-modal transit centres with better accessibility and improved passenger facilities. Apart from construction/refurbishment of existing structures, DIMTS shall also undertake operation and maintenance of ISBTs.

Locations of ISBT (Current & Proposed) - Two new ISBTs at Dwarka (Sector 22) and Narela are to be developed on BOT (Build Operate Transfer) basis.
- Two ISBTs are proposed to be constructed at Dwarka and Narela on Build-Operate-Transfer (BOT) basis keeping in mind the issues to decongest the internal roads of Delhi, The Dwarka ISBT shall restrict the buses from Rajasthan and Haryana to the periphery whereas, the one at Narela will restrict the movement of vehicles from Punjab, Haryana and Himachal Pradesh.
In all the five ISBTs, DIMTS plans to bid out Hotel and Other Commercial Components of the Projects, while retaining the bus operational area. The bid documents for the hotels at ISBTs are under process and will be floated in a few months.
Corporatisation of Private Bus Operation
Government of National Capital Territory of Delhi (GNCTD) has launched a scheme to corporatize the Private Stage Carriage operation of buses in Delhi. The Scheme is envisaged to fulfil the following objectives:
- Safety in all its aspects
- Universality, i.e., availability of service on all scheduled routes
- Cost effectiveness, so as to minimize the user tariff and economically self-sufficient operations to the extent possible along with continuous improvement of the service.
- Integrated character, punctuality and passenger comfort to attract existing private transport users to use public transport.
GNCTD has commissioned Delhi Integrated Multi Modal Transit System (DIMTS) to shortlist competent players to perform the said scheme and function as the integrated mechanism for the revamped setup.

As per the new scheme, DIMTS has aggregated all the existing bus routes in 17 clusters. DIMTS will select a private entity for each cluster, through a competitive bidding process. Selected players will provide private carriage services under a suitable contractual structure. These contractual structures will be designed to ensure universality, uniformity and compliance to prescribed performance standards.
Bid process for Cluster 1 is completed and for the remaining 16 Clusters, bid documents are under preparation. - There are three existing ISBTs in Delhi -
Rail Transport
In pursuit of its Vision 2021, Delhi Government has planned to introduce besides Delhi Metro other rail based transport systems like Mono Rail and Light Rail in Delhi. These rail based systems will be integrated with the Delhi metro as well as the bus system. Corridors for LRT system and Mono-rail system have been identified in view of their suitability for the respective systems. The responsibility for implementation of LRT and Mono-rail system has been vested with DIMTS Ltd.
Light Rail
The Delhi Government has proposed to construct 3 corridors of Light Rail Transit, covering a length of 45 km in Phase 1. The feasibility study for all the corridors has been completed.
What is Light Rail Transit System?
- A low cost, low axle load, eco-friendly, electrically propelled system with no pollution and low noise and vibrations;
- Can negotiate sharp bends up to 25m minimizing need for property acquisition, ideal for urban environment.
- Mainly at-grade, fenced right-of-way, segregated from other traffic.
- Elevated structures only in exceptional circumstances.
- Traffic light management at at-grade intersections, with priority for the LRT.
- It uses typically less massive equipment and infrastructure than that used in Metro rail
- 400 cities use Tram/LRT; first tram in 1832 in New York; LRT from 1970 in USA

Mono Rail
The Delhi Government has proposed to construct 3 corridors of Monorail, covering a length of 47.8 km in Phase 1. The feasibility study for the corridors has been completed.
What is Mono Rail?
- A medium capacity system for mass transportation in urban areas up to 25,000 PHPDT. Suited for restricted right-of-way.
- Environmental friendly providing adequate light and air below the deck and reduced noise with use of nitrogen filled rubber tyres.
- Mono Rail coaches are electrically driven straddling on elevated single narrow concrete beam.
- Least intrusive: no deck, no overhead wires.
- Require about 2m road width for supporting columns thereby no constraints for vehicular traffic on the road.
- Planned to ease traffic congestion, reduce pollution and ensure pedestrian safety.
- First monorail in 1825; Cheshunt Railway.
- Used as Public Transport in about 15 cities mainly in Japan to benefit from its aesthetics.
